Ω_crit = 1/e ≈ 0.36788 is fixed by METP variational theory — it is not a tuned parameter and cannot be changed here. All other numbers below are configurable heuristics derived from the protocol's operational application.

Below this (but above Ω_crit): STRESS phase. Default 0.55.
Above this: RECOVERY phase. Default 0.70.
Roadmap growth target. Default 0.75.
Even if Omega is in recovery, margin below this → STRESS. Default 5%.
ATTENDANCE THRESHOLDS
Below this → P2 action fires on critical-path absence. Default 75%.
Above this → workforce coherence card shows STABLE. Default 85%.
Between this and stable → WARNING. Default 70%.
DIMENSION CARD STATUS THRESHOLDS
Raw score above this → CRITICAL status. Default 60.
Raw score above this → WARNING status. Default 35.
